Could someone explain to me why he is in Brawl? does he evolve into Snorlax if he eats enough items or something?

He eats items. He plugs the fourth gen. Pokescrubs like him.

Munchlax evolves into Snorlax when it likes you enough. It eats a lot because that is what he and Snorlax are renowned for.

Munchlax was one of the first Pokémon announced for fourth gen. Like Lucario. Giving him enough fame to earn him a spot in Barwl.

Lucario, Weavile, Munchlax, and Bonsly were the first four as far as I remember with bonsly and munchlax being first, and weavile third, then lucario fourth.
