Did you know that there are many situations in which Luigi begins a set with the ability to immediately do a rising down-b? There is a very abstract pattern that determines when this situation occurs. To quickly understand what I mean, do the following: start a set in vs. mode using controller port 4 as luigi, with your opponent being a computer Marth on Dreamland. As soon as the match starts, jump into the air and mash down-b and you will rise into the air. LRAStart and change the opponent to Fox. Go back to Dreamland and immediately when the match starts jump into the air and attempt to do a rising down-b... you will assuredly fail.
The pattern is as rudimentary as follows: for every possible Luigi opponent (even luigi himself though only the one in the higher-numbered controller port can do the initial rise [unconfirmed]) there is an apparently random list of levels on which luigi will begin the match with the down-b "loaded." I have a buddy who is nearly finished with a spreadsheet of every character and level on which the initial rising down-b occurs. I will update this thread as soon as new info comes along.
