I'm going to referee a Smash Tourney

So some interested stuff happened and I ended up volentering to be a referee for a Melee and Brawl tournament on Saturday. This is my first time refereeing a tournament so I'm looking for any tips or advice. Note that the rules are as follows:
* 1v1
* Single Elimination
* 2 out of 3 Games
* 3 Stock
* 5 Minute Time Limit
* No Items
* Sudden Death Elimination Active
* If both players can agree on a stage, that stage will be used. If no agreement can be reached the “Final Destination” stage will be used.
* Changing characters between rounds is allowed.
* If a referee finds you to be excessively spamming one move continuously you may be required to forfeit a stock.
* Glitches used to stop your opponent from controlling their character or indefinitely freezing them will result in the immediate forfeit of the entire match.
* Any tactics or moves that are used to excessively stall a match a referee may force you to stop and lose a stock.
And if you're a Tucson Smasher then you should come down to Level Up games and have a good time at the tourney. If you live in Tucson, you should know how hard it can be to find a tourney here anyway.

Do us a favor and completely ignore that rule about forcing a player to forfeit if they're excessively spamming one move. For an otherwise decent rule set, that's a pretty stupid rule.

As for actual judging tips, just pay attention to the match. It shouldn't be too hard though, haha.

If you can, try to make it double elimination.
* 5 Minute Time Limit
Ehh... 8 minutes is a more sufficent amount of time.
* Sudden Death Elimination Active
Is this a way of saying you're using sudden death if the time runs out? So the opponent can run away for 5 minutes, and let time run out, and get that lucky hit? I wouldn't try to keep that. I'd check stock then % to determine winner, and if they're equal, then you can use a 1 stock three minute tie breaker.

Da f***? Make a set stage list, and, if anything, do rock paper scissors to determine. I mean, if someone JUST wants Final D, they're going to get it.

If a pansy b****es about spam, then he straight up sucks. A real player can get around this.

Try your best to get this s*** fixed. Fast.

And as far as judging, just keep the (terrible) rules in mind, and don't let others sway your decision.

Firstly, try to get the rules changed, but if you can't then you've got to referee to the ruleset.
