This is seriously so simple!!!! IC=not top tier not top tier=not broken. Therefore, IC=not broken. And if you really want to get technical, this is proved by the segment addition postulate which is AB+BC=AC. A=IC B=not top tier C=not broken. And in case you don't know what a postulate is, its a specific statement that is accepted without proof.
