In a 16 person bracket by skill, you would be a 1-5 seed, depending on the competition. Speaking of which...
Offline tournaments are seeded in the way they are because they are usually double elimination. If you put a scrub/random/noob by a pro in winners, then technically all the pros should advance in winners. The scrubs/randoms/noobs should be able to get at least another round in during losers, so that they also get a chance to advance far into the bracket.
With single elimination, I feel that it is sometimes difficult to seed according to skill. You could seed pro vs. scrub/random/noob, but then the lower skilled player doesn't really get a chance to redeem themselves, and that could potentially discourage them from entering future tournaments. Of course that argument could be easily countered by saying that it could inspire them or make them more determined to get better, but the thought is there. Random seeding makes it so that everyone has a random chance of winning (or something like that.) People can easily get screwed over by it, but it seems like the fairest way of allowing the newer players to have a chance at playing more than one match. I remember one time at my school we decided to do random seeding, and all the op seeds were on the same side of the bracket. My finals match was my easiest one of that day.
Note that every TO is not perfect. All of them make mistakes from time to time including offline ones.

Yes, most offline tourneys are double elimination. My apologies for not mentioning this to begin with. Even if there were to be a single elimination for some god-forsaken reason, my money would be on it being seeded by skill still. With good reason too. It ensures the fairest outcome. Now with an OTL, you also have to factor in things like geography as well, so sometimes I bracket I make might pair two international players together to reduce the odds of a coin flip.
Now, as for seeding people fairly in a single elimination: I have already alluded to this, but it's worth repeating: As of my writing this, I am currently in the works to constructing an OTL Power Rankings list. I basically keep track of all the people who have played in tourneys here, look @ their placings, and make a list. I plan to send this to the brass (Chaco right?) along with an updated OTL tourney list (since Gamingblack doesn't want to work with me) during my time off.
Oh, and I have also had the pleasure of playing a large number of people here, so I kinda have an idea of who is good and who isn't (relative to me @ least.

Then perhaps future online tournaments should be double elimination. Though I wish I knew how to do that... *has never been to an offline tourney before*
