(I'm not sure, but it sounds like you might be saying "hyrule doesn't boost pikachu [in the tier]" when I was talking about a boost as in an overall advantage in some match-ups).
I think "Neutral" would be a more standardized way of talking about stages, as it represents the properties of the stages themselves. "Neutral" referring to not interfering with the player-vs-player interaction in a match. (i.e Final Destination is 'neutral' while Dreamland is 'more neutral' than Peach's Castle).

"Balanced" is pretty ambiguous but it probably has something to do with character match-ups. That's a pretty iffy way of talking about stages since match-ups can vary based on whatever techniques discovered or used as well as the competence of the player using the character.Serious question: What do people mean by a "balanced" stage?
