From what I've seen, Premium members get Smash characters and Fates characters (though, I saw a Premium member get Tharja).

That is Igrene, daughter of Hawkeye. Igrene is a playable character in Binding Blade. She is a Sniper who joins in Ch.15 and she's probably the best Sniper in the game.
