Bulma made him a machine to advance him to SSJ4. IIRC the requirement to reach it was an innate saiyan reaction to exposure from a certain moon's radiation?

Hell no, Goku was able to SS2.. Vegita had to become majin Vegita for SS2, cuz he's a scrub that relies on others power to boost his own.
