To be referenced by my own tourneys, and by anyone else if they want to. This thread can also be used to discuss my rules instead of cluttering up tourney threads. It's easier to post a link to this thread instead of copy pasting a lot.

[collapse=Rules for All Games] * In the event of any disputes (such as controller ports or who strikes first), settle it out with Rock Paper Scissors.
* Trash talking and coaching is fine as long as it is not overly distracting to the opponent. Anything that is directly aimed by outside players to cause a distraction is prohibited at the discretion of the TO.
* You may not pause the game except for obvious situations. It is preferred if you ask your opponent first. Something out of your control like someone standing in front of the TV or the TV shutting off is excusable. Examples of times that are not excusable are things such as accidentally hitting the pause button or wireless interference/issues (wireless controller users enter with their controller at their own risk). Discretion as to what is allowed or not is up to the TO. First offense is a warning and second is a forfeit of the match.
* The TO has the right to refuse signups from anyone and disallow anyone entrance to the venue. The TO may also disqualify any player for various reasons.
* Drugs and alcohol are strictly prohibited at the venue.
[/collapse]

[collapse=Melee Rules]Largely based on the MBR rulseset.

Stage List

Starter
* Dream Land: Fountain of Dreams (Banned in Doubles)
* Past Stages: Dream Land
* Special Stages: Final Destination
* Special Stages: Battlefield
* Yoshi's Island: Yoshi's Story

Counterpick
* Kanto: Pokemon Stadium (Starter in Singles)
* Planet Zebes: Brinstar
* Mushroom Kingdom: Rainbow Cruise
* Past Stages: Kongo Jungle

General Rules
* Items are set to off.
* Stock and Time are set to 4 stock and 8 minutes respectively.
* Regular sets are best of 3 matches. Winners, losers, and grand finals are best of 5.
* The Tournament Host is the arbiter of all disputes.
* Blind Picks: the first character selection of a set must be without prior knowledge of the opponent's character selection for both players.
* Modified Dave's Stupid Rule: No player can counter pick a stage he or she has previously won on unless agreed upon by both players.
* Timed out matches will be determined by the remaining number of lives, then percentage of the current stock. Any Sudden Death match is strictly not to be played. In the event of a percentage tie, replay the match with the same characters and same stage at one stock each and a 3 minute timer.

Doubles Rules
* Life Stealing is allowed
* Set team attack to ON

Counterpick System
1. Blind Picks character selection.
2. Stage Striking: Players eliminate stages from the Starter Stage List until only 1 remains, and the players then play the first match on that stage. Players strike stages in 1 2 2 1 order.
3. The first match is played.
4. Winning player of the preceding match bans a stage.
5. The losing player of preceding match picks stage for the next match.
6. The winning player of preceding match picks character.
7. The losing player picks character.
8. The next match is played.
9. Repeat 4-8 for all consecutive matches as necessary until the set is complete.
*You do not get to ban a stage if you already did during this set.
[/collapse]

[collapse=Brawl Rules]Loosely based on the BBR rulseset.

Stage List

Starter
* Battlefield
* Final Destination
* Smashville
* Yoshi's Island (Brawl)
* Lylat Cruise

Counterpick
* Delfino Plaza
* Castle Siege
* Halberd
* Pokemon Stadium
* Brinstar
* Frigate Orpheon
* Rainbow Cruise

General Rules
* Items are set to off and none.
* Stock and Time are set to 3 stock and 8 minutes respectively.
* Regular sets are best of 3 matches. Winners, losers, and grand finals are best of 5.
* Nothing other than strict texture, music, and replay hacks are allowed (Example: Any stage hacks that change the model such as Rainy FD or Snowy BF are prohibited). Any player may disable these textures by popping out the SD card for their set.
* Meta Knight's Infinite Cape glitch is banned.
* The initiator of a suicide move (Ganondorf and Bowser's overB) that end the match is declared the winner. If a swallow/bite move determines the outcome to be tie, then the initiator of the move wins, otherwise follow the ruling that the game gives.
* Stalling is banned. Stalling is defined as the act of deliberately avoiding any and all conflict so that one may make the game unplayable. Running away from an opponent to reach a better position is not stalling, while doing an infinite grab endlessly against a wall is. Any infinite chain grabs must end quickly after 300% has been reached so as to prevent excessive stalling.
* Initiating any action that causes the game to no longer be played properly (due to freezing, physics/mechanics glitch) is treated as a forfeit of that match.

Doubles Rules
* Life Stealing is allowed
* Set team attack to ON
* Chibo's Color Blind Rule: If there is a player using Sonic, Pokemon Trainer, or Lucario on a team, they may request to use the Blue team to avoid confusion.

Counterpick System
1. Blind Picks character selection.
2. Stage Striking: Players eliminate stages from the Starter Stage List until only 1 remains, and the players then play the first match on that stage. Players strike stages in 1 2 2 1 order.
3. The first match is played.
4. The losing player may request to re-pick the controller ports. The losing player/team in this situation picks first.
5. Winning player of the preceding match bans a stage.
6. The losing player of preceding match picks stage for the next match.
7. The winning player of preceding match picks character.
8. The losing player picks character.
9. The next match is played.
10. Repeat 4-9 for all consecutive matches as necessary until the set is complete.
*You do not get to ban a stage if you already did during this set.

* No hacks are allowed other than the standard Brawl+ hacks, team texture fixes, music hacks (as long as it's fairly generic it's ok - music some might find to be annoying or "real" songs are more or less prohibited), and menu changes. Brawl+ rules are more strict with this because the SD card can not be popped out if someone requests it. Textures can be largely annoying to people who aren't used to them, especially if they overwrite a costume they normally use.
* The initiator of a suicide move (Ganondorf and Bowser's overB) that end the match is declared the winner. If a swallow/bite move determines the outcome to be tie, then the initiator of the move wins, otherwise follow the ruling that the game gives.

Doubles Rules
* Life Stealing is allowed

* Chibo's Color Blind Rule: If there is a player using Sonic, Pokemon Trainer, or Lucario on a team, they may request to use a certain team color to avoid confusion. This rule is not needed if team fix textures are used.

Counterpick System
1. Blind Picks character selection.
2. Stage Striking: Players eliminate stages from the Starter Stage List until only 1 remains, and the players then play the first match on that stage. Players strike stages in 1 2 2 1 order.

Input on the Brawl+ rules is appreciated, since they are mainly original rules (not based on a previous set).

Alright, I'm gonna cc the brawl set

Loosely based on the BBR rulseset.

Stage List

Starter
* Battlefield
* Final Destination
* Smashville
* Yoshi's Island (Brawl) is not a neutral
* Lylat Cruise is not a neutral, now I agree delfino/castle is not neutral either, but either do 3 or MLG is my theory

Counterpick
* Delfino Plaza
* Castle Siege
* Halberd
* Pokemon Stadium
* Brinstar
* Frigate Orpheon

needs more PS2. Japes being banned is cool. Cruise being banned is also cool. Norfair IMO is more legit than cruise.

General Rules
* Items are set to off and none.
* Stock and Time are set to 3 stock and 8 minutes respectively.
* Regular sets are best of 3 matches. Winners, losers, and grand finals are best of 5.
* Nothing other than strict texture, music, and replay hacks are allowed (Example: Any stage hacks that change the model such as Rainy FD or Snowy BF are prohibited). Any player may disable these textures by popping out the SD card for their set. I ban texture stage/character hacks. Textures are very distracting.
I've always felt this is the dumbest rule of all time. At my tournaments, whatever the game determines as the winner is the winner- if its a draw, sudden death rules apply. Ganon never wins on a suicide KO, and its not fair for someone to be winning the whole game just to get sucked in by dedede when he's at 173 and you're at 18 and lose the game.
* Stalling is banned. Stalling is defined as the act of deliberately avoiding any and all conflict so that one may make the game unplayable. Running away from an opponent to reach a better position is not stalling, while doing an infinite grab endlessly against a wall is. Any infinite chain grabs must end quickly after 300% has been reached so as to prevent excessive stalling. stalling is never enforced, but whatever
* Initiating any action that causes the game to no longer be played properly (due to freezing, physics/mechanics glitch) is treated as a forfeit of that match.

Doubles Rules
* Life Stealing is allowed
* Set team attack to ON
* Chibo's Color Blind Rule: If there is a player using Sonic, Pokemon Trainer, or Lucario on a team, they may request to use the Blue team to avoid confusion. these are my color hack exception rules- Red/green lucario, sonic, and PT so that we can tell the difference

Rest looks good.

Chibo, I can't believe I agree with your Brawl stagelist. But I do.

Holy crap hell yes that stagelist is awesome.

AND NO INFINITE BANS. This ruleset is exactly the one I would run at a tourney.

7 Starters is a bit much imo. For a 5-stage starter list, I'd put Rumble Falls and WarioWare as CP's

I would vouch for Pictochat being a good cp in Brawl+. The stupid hazards are no longer there, and from what I've played of it, the remaining transformations allow for some really interesting play, especially for off-the-side killers.

* No additional hacks (outside of Brawl+ characters and stages) other than strict texture, music, and replay hacks are allowed (Example: Any stage hacks that change the model such as Rainy FD or Snowy BF are prohibited). Any player may disable these textures by popping out the SD card for their set.
This actually cannot and shouldn't be done in a tournament set; Brawl+ requires the SD card to remain inside the Wii at all times for it to function properly.

You may also want to add in a "no hacks containing nudity/vulgarity/inappropriateness" extension onto the current hack rule. I've seen some pretty ****ed up hacks out there, and kiddies often enter tournaments too, so yeah, just try to keep the texture showcases clean.

Wow I forgot to put Rainbow Cruise on both Brawl and Brawl+ lol
I'm going to keep it on in + I believe, but I'm really on the fence about it in Brawl - it's something I definitely want to discuss more.

I'm open to banning it in Brawl, it's pretty much an auto ban vs MK which is ridiculous imo. It's not even as much down to player preference, but considering MK gets the amazing trio of Rainbow Brinstar Delfino (Rainbow being the worst, Delfino being the least troublesome, and Brinstar being really good for him, but also good for other character) so you're always in a situation where you're gonna get screwed one way or another. Really leaning towards banning it.

As for Yoshis and Lylat, the things in the stage effect everyone. The problems with the stage (the support ghost and tilting) are not things that specific characters can really abuse like counterpick stages. These stages are "starters," not "neutral." With stage striking you can be a tad more leniant in the starter pool of stages so I don't see it as a problem. Plus, if these problems on these two stages make you not want it to be starter, then the stage should be banned imo. They aren't aspects that characters can abuse, they are simply a random aspect (that isn't too intrustive really, unlike pictochat). I would be willing to move FD out of starter before either of those two stages.

As for PS2 and Norfair, neither of these are actually that bad of stages, but they still just have stuff that gets in the way. Why should we have to deal with ice on the ground for x amount of time. Why should we have to drop what were doing and dodge a lava fall. Things like rising lava on Norfair aren't bad but the lava fall is, as it completely disrupts the battle while rising lava changes it instead. As for ice and wind on PS2, it's not just a stage change like rising lava is, it brings upon a physics change which I'm more or less against.

As for Picto on in + I'm considering it, I need to do more testing on it. It's a certain possibility.

Thx for clarifying the texture thing, for the + rules I more or less made copied Brawl's rules and changed some things.

And yea, I don't ban infinites and I don't get any LGL. Get @ me.

The only acceptable texture hacks should be ones that change the Pokemon Trainer characters and Lucario / Sonic to Red / Green / Blue without any trace of the original color for use in teams.

And changing Kefkaknight to Galacticknight is also OK, because that texture is ******.

Yea I say for Brawl+ that team textures are allowed.

For Brawl any textures are because they can be disabled easily. Team textures are encouraged. I'll put a link to em soon in the post.

1. Yoshi's Island is not a good starter in B+ due to the sloped ledges and ledge-canceling. Rumble Falls+ bottom can be passed through, which is a pretty bad quality for a neutral since some characters can exploit it far more effectively than others.

2. Pictoplus is a fairly good counterpick but there's some overlap with exploits involving the sloped edge, which is shared by Yoshi's Island. Making one singles and one doubles is a way around this issue.

3. Castle Siege+ has no mechanical cause for exclusion. If you want a smaller stage list I'd suggest removing s*** like Orpheon. If you just want a stage list that favors camping, by all means keep what you have.

4. There are no infinites that can actually bring a person up to 300+% in B+. To the best of my knowledge there is no way to freeze the game mid-match either. This ain't vBrawl.

5. You should not allow people to run their own hacks. I strongly suggest that you standardize the codes everyone is using.

Brawl+ Stages

Pictochat Plus is NOT tourney viable. Not as long as the stupid wind is still included in the stage. Completely kills the pace of the match as both characters are forced to deal with it more than the opponent.

There is nothing wrong with Frigate Orpheon except your opinion of it.

Castle Siege should be included as a CP.

lol Wait.

Think about this for a moment. Beyond the fact that I didn't actually say anything about Orpheon here, so not only was it was a completely irrelevant statement on your part, the exact same logic you use to complain about Picto+ can be used with Orpheon. The stage flip alters the pace of the match in the same way, except worse because of the star KO glitch and that the stage flip is more dangerous in general.
