True, in fact, the Kanto in the Pokemon games is based off the Kanto in Japan (Name changes and a mixed culture are the main differences). I do have doubts about if the Kanto in Pokemon is supposed to be the Kanto in Japan though. Most regions in Pokemon have been based of a region in Japan. The Gamecube games, Pokemon Colosseum and XD: Gale of Darkness is based in the exception. Orre is based of the Arizona desert. Could it be inspiration, that is a definite yes, the same, maybe not.
