SOMEONE FINALLY DID IT! It took me quite a bit of time and effort but in the process of my own build, I threw together a kit that adds both cBliss and the Alternate Stage Loader to Project M 3.6 FULL. I know the picture below has Warioware instead of Warioland, it's fixed in the download.

Simply follow the instructions in the zip (if you disregard the instructions you will absolutely screw up your custom build).
IF YOU DONT HAVE A COSTUME IN PLACE (BOTH PCS & PAC) FOR ALL SLOTS, YOU RUN THE RISK OF FREEZING YOUR WII
All characters have 10 costume slots (the most that can be added without getting into further costume slot wizardry). Took Link, Rob, Ganondorf and Sonic have 11.
Costumes are ordered numerically 00-09(10), so the CSP order will be the costume order, finally.
Most stages have an alt that can be chosen with L, Y (or Z, Final Destination only).
3 ALTS: Final Destination
2 ALTS: Green Greens, Brinstar, Yoshi's Island (Melee), Rainbow Cruise, Mario Kart, 75m
1 ALT: Distant Planet, Pirate Ship, Green Hill Zone, Ice Mountain, Warioware, Training Room, Skyworld, Electroplankton, Pokemon Stadium 2, Lylat Cruise, Rumble Falls, Mushroomy Kingdom, Bridge of Eldin, Corneria, Pokemon Stadium, Delfino Plaza, Temple, Battlefield, Shadow Moses Island, Jungle Japes, New Pork City, Yoshi's Island (Brawl), Castle Siege, Big Blue, Mario Bros., 75m
