Let's consider the following: what if we don't get a Microsoft character?
I mean, it's obvious how Smash devs stick to the comfort zone of negotiating with Japanese devs. Plus, Sak had said that this time he chose DLC characters based on whether they are realisable with the resources they have. B-K could be too complex in application for said resources, and Steve could be far too unusual and weird to make with said resources.
For all we know, both could end up as Mii costumes, and no one would win.

Yeah. Simon was popular in America while Richter was popular in Japan if I recall. That's why we got both.
Meanwhile, it was apparently said in a Famitsu article that Alucard would have been picked (being the most popular CV character), but Sak reconsidered by acknowledging that fans would prefer a Belmont to get in first.He said that yes but he also called Bayonetta the ballot winner. I don't really think Simon got in due to being massively popular so much as Sakurai liked Simon being in Smash and already working with Konami. If anything his ballot placement was just a convenient extra.
No, actually it was because he based a lot of Simon's moves on Richters so he decided to just add both.
