Why does Mr.-0 continually compare traffic to other areas (is he trying to compensate for other things LA doesn't have)?

Nah. (I only smoke when others are; it's kinda sad to smoke alone because you feel like a loser. It's just a social thing college guys and gals do, like drinking and chilling. Not every party is crazy and off the hook... like toga parties. It's also not illegal in the states for people under 18 to smoke; it's only illegal for people <18 to purchase cigarettes.)
