I agree. You can't really say it's short sited as much as it is hindsighted. Since it is based off results it doesn't change until results have already happened. Then, Should the basic results change instantly(always happens). The tier list starts to look stupid resulting in a change.

As for IC's Why the **** they are hogging B-tier is kind of silly. With Wobbling now legal I see no reason for them to be outside of A. Puff I think deserves to be top simply because basically 3 or 4 people play Puff and she's placing top 3 pretty much all the time. I disregard the argument of "this character sucks but this player is special" Simply because....well the logic fails.

tier list is not exclusively a popularity list, otherwise this post would have at least a modicum of rationale behind it

character ability does not "decline" unless you're playing WoW.

The character's abilities might not change but other characters can improve upon their strategies with their character abilities to get around or beat the abilities of a character thus making the character's current standing as compared to the rest of the cast "decline". Maybe its better to describe Jigglypuff's abilities/strategies as being stagnant but other characters around Puff are catching up to her and finding ways to combat her abilities whereas her strategies haven't seemed to change much recently (although this very well could be due to a lack of solid Puff mains).
