That just looked like jump, b up, double jump, b up, all with tap jump off...

its super jump. rising sh nair/fair ( you need to do aerial but it helps to time it ) then rising air dodge! then use up b, double jump and up b! :D

Snake can, I'm sure (he might need damage and teching skill though), R.O.B., Jigglypuff probably, Meta Knight, and Charizard (well, I think through gliding).

Luigi can too with enough Down-B button mashing and a misfire.

MK,Snake,Pit,Peach,ROB,Luigi,Link,TLink,Jiggz,Fox,Yoshi,DDD,Diddy,Lucas,ZSS,Wario,IC,Kirby,Pika,Zard,Sonic,Lucario can make it...though ive only heard of DDD and Diddy being able to do it..i've never done it myself

edit: btw snake can make it w/o damaging himself :D
