Well, to be honest, I think that Samus is a better match-up for snake than ROB is. So if ROB is a counter then I suppose you could say that that makes Samus a counter too. My 2 mains are rRb and Samus, so I guess you could say I have some knowledge on the match up.
They both have difficulty landing finishing moves, which makes snake a tough opponent because he's such a powerhouse. However, Samus has alot more projectiles to battle back against Snake's explosives with, and it's alot easier for Samus to gimp Snake.
Samus has alot of explosive weapons and tricks just like Snake. The way I think about it, Snake is a slower but more powerful variation of Samus.
