Fino asked me to ask Brood about using the whistle to avoid the last hit of the tornado, thus making it counterable in some situations. So i had a chat to Brood, and the answer is actually surprisingly simple.
Mash down-B continuously
But here's the catch and probably where people miss it. It depends on how fast MK is pressing B. If he's mashing the B button, it can't happen. If he's pressing the B button sometimes, you should be able to get it.
I played around with it quickly and this seemed to work fairly consistently. MK can't always press B too much otherwise he'll rise too high off the ground, in which case, mash down-B and you should whistle the last hit. Otherwise, you're kinda outta luck.
That being said, MK's tornado is kinda uncounterable 90% of the time if the last hit connects. So once the MKs catch on, this won't be overly useful. Still, much better than nothing. Hope it proves useful.
Oh, and I saved the conversation we had in a txt file just in case I needed to look at it again. The Japanese was a little complicated, but I'm positive I understood what he was saying correctly. But I have it if anyone doesn't believe me or something O_o
