What would a frame data based tier list, with no other factors involved, look like?

I am asking this because I have been wanting to know who is crem dela crem in terms of frame data, and where each of my mains would be placed.

Falco might be a lot higher, since the frame data on his moves is generally really good.

Interesting concept and one that I might want to tackle in the near future, but I do think even for this kind of a tier list, other factors would have to be involved (basically weighting the list by damage and knockback).

Interesting question, this is. Obviously, those with mostly quick attacks go on top. :4sheik: and :4fox: come to mind, but :4metaknight: and :4luigi: are other good examples to put near the top. On the other hand, master :4shulk:, :4palutena:, and :4link: have **** frame data putting them (close to) rock-bottom. End of story.

I really hope some one tries to make this into an approximate tier list, so I can get a good definitive answer to where my mains are.

This data has been known since launch (hell, I was probably the one who posted such a list) but is not promoted much because averaged frame data is just useless trivial.

The value of frame data is heavily intertwined with movement capabilities, attack hitbox size, and animation movement. Based on startup frame data values alone, Falcon and Sonic look like utter trash; very misleading.

If you just want to know who has the average lowest startup on non-special moves, I recall it is Luigi. (Just like in Brawl.) I believe Sheik is 2nd. Pit is surprisingly low (fast). Mac is higher than you'd think, due to smashes. IIRC Ganon is highest/slowest, even if you exempt u-tilt from consideration.

Mario and Doc Mario are tied for 3rd iirc.

Doc has the single best "average knockback per startup frame" across his moveset, followed by Mario. Doc confirmed #1 character, you heard it here first folks.

I wanted to figure this out myself as well. I thought perhaps it could produce some interesting notes. However, what I'd really like to see is a tier list between two characters of any kind we may call x and y. Then I wanted to find the ratio between x and y for the stage to determine the ± regarding this second ratio. To illustrate, imagine x and y having a ratio of 60:40. Stage S alters this ratio so that it becomes 50:50. I don't know if anyone has ever bothered with this.

The problem with this is: What frame data?
Marth and Lucina's frame data for startup is okay/average (except for Jab which is slower than most), but everyone that has played the character knows they have an endlag problem.

Complete frame data, measuring both start up and endlag.
