The first hit of the jab combo comes out on frame 1. You would be hard pressed to find an attack faster than that.

Jab is fastest, followed by utilt

Most priority is likely down-B, but dsmash is pretty good too

Dsmash doesn't clank, but it also doesn't cancel anything out. I wouldn't say it has the best priority. It's just one of those weird moves.

I feel like I haven't seen many moves present a great deal of priority, although as I recall, a hitbox's priority is related to its damage, so I think the highest priority would go to Plasma Whip.

plasma whip has most priority due to it's nature as a disjointed hitbox. i'm 90% sure on that being truth.

Technically her get up attack while over 100% has the most priority, and I think it may be impossible to out-prioritize.

Down B has more priority than the plasma whip. And it's start up frames have almost unbeatable priority. It's not a move to use carelessly though
