Wow, that's ridiculous.Not banned, but as ManaLord said not the best option. If you use a wavebird as your prime controller, you should really bring a backup controller. At large tourneys there's probably more then 16 wavebirds, the maximum for X range. Also, at one tourney I was at, I was using a wavebird and somebody behind me turned his on, put it on my frequency, and was trying to run me off the stage. Sure, he was thrown out and disqualified, but it shows one of the worst flaws of a wireless: cheating and dirtiness.
Overall: I love Wavebirds, they fit great in my hands, and I always bring mine whenever I'm playing in a tourney or with anyone. But I always bring a wired one also just in case. I suggest you do the same.
