2% though I have noticed that it deal 3% at the very start of the game sometimes.

The more you use an attack, the less it does. This is counted in the last 10 moves you did. The blaster does so little that you won't get a big difference if you spam it.
It seems a little random though, at least for me. It will deal between 3 and 1 %.

I've had it deal 5% unweakened.

Initially Falco's laser is approximately 3%, but eventually after stale moves its minimum damage is approximately 1.5%.
Moves within the game contain fractions but the percentages at the bottom do not display them, so they round. You'll notice this because eventually Falco's laser rotates between doign 1% and 2%.
