It depends on what they mean by "today". It's only 5AM PST right now, so if they aimed to release it at 12 there then we have 7 hours to wait, which would be 8 O'Clock for me. If they wanted to release it at a reasonable time for everyone, then they could release it around 8-9AM there, so 3-4 hours. It depends.

Nobody has played him. So we'll see.
I think he has tools to be good, but the inability to kill might be a small issue. Depends how his "limit" works.

Oh yeah, gun being unable to be reflected like auto reflect because of the angle while also giving him excellent mobility is going to be a big pain, that's the only thing that makes me wonder if he might be broken. But if that's his best move and he's balanced around it then it won't be a problem.

First impressions can be wild: people were putting Chrom in F tier because of his recovery, Meta Knight in SSS tier because of Training Room combos and K. Rool in 'yep, he's busted tier' because of his mechanics
Joker looks pretty good for what it's worth, so hopefully these impressions won't be wrong
