The people behind PMEX Remix state the mod will eventually have all of the official characters in it. though I'm not sure if that actually will come into fruition I'm a little curious if, even with how advanced Brawl modding has gotten, if all post-Brawl fighters are capable of working on a Brawl engine.

I'm by no means an expert on Brawl modding but I've give my two cents on how challenging it could be character by character:

Is Pocket possible?
Luma?
They're very likely going to skip the customization part of them
Her guns effects?
The whole ink mechanic sounds like a royal pain
I thought the Command Selection would be near impossible but I saw a well made WIP version in action
Her gimmick is probably very easy to replicate but IDK for sure
I can imagine the mining mechanic as a whole being a total *****
If Zelda/Sheik is possible, I could say the same here

Can't imagine any real challenges for these characters

I also did ask them if Master Hand will also be in (he is technically officially playable in Ultimate) and they implied that's a yes (now THAT might be hard IMO)

But we'll see.

We already had decent mods for Mega Man in Brawl before, so I imagine some cleaner implementation can happen by now. Though yeah, Byleth and K.Rool should be pretty easy to implement. The real dankness would be Mega Man in Melee.

Y'know what was cool? Seeing UMVC3 mods.

I still think, "best case hilarious-scenario that makes Snake grin like the Cheshire Cat", is getting a Fighters Pass reveal at E3, and a reveal of the bonus fighter being Master Chief by way of Game Pass on Switch subscription, with no knowledge of Fighter 11 until december. That is my final prediction.

Also, I'm tempted into predicting that those two reveals will happen outside of Nintendo's presentation so as to keep up the surprise of "this is for Smash" when we see the characters involved. You know, like Joker's trailer. We haven't really had one like that since. All the trailers have for sure started out as Smash trailers.

Honestly, my one wish for this fighters pass is that they finally learn to end on a ****ing high note. But even my prediction (ending with a namco/tales character) is honestly not that big of one.

I’m sure they could if they wanted to. But think about this way.

They’ve got a batch of characters. Some are fan favorites, and a couple are ones they know not many will be psyched about. And while fulfilling childhood dreams and all that jazz is nice, what we’re trying to do here is make money.

So you show your coolest guys first to get people to buy your product, and once they’ve already gotten it. You dump the lame one. Sure they’ll complain, but they already bought it. Because you showed em the coolest ones first.

It’s just business
