Here's a random theory I came up with:
The reason Bowser wasn't put in smash 64 wasn't
only for the obvious reason that he'd be to monstrous. I mean, just compare Mario's size vs. Bowser's in Mario 64. But they were afraid his immense abilities to command armies, build things, crush platforms, and virtually fly (super jumping ability) would be too unfair for smash. So when they came to making Melee, and the inevitability that he'd HAVE to be in the game, the put a smaller, dinosaur-like version of him with much, MUCH weaker abilities. His only move that can be compared to his actual strength is his forward smash, which, compared to the strength of his other normal moves, is his weakest.
However, the creators were sly, and hence they DID add a reminiscence of Bowser in 64--And that was Falcon's signature move, Falcon Punch. If you slow the game down to 1/16th speed, you can see for a fraction of a second Bowser's forward smash at the tip of his fist. But otherwise Bowser makes no other appearance.
In Brawl, they allowed Bowser himself to show up, but nerfed his abilities (but not enough to put him as close to the bottom of the tier list as before). He's faster and has an infinite jump.
