Top: Marth, Fox, Sheik in that order
High: Peach, Falco, Falcon
High Mid: Ice Climbers, Jigglypuff, Samus
Mid: Doc, Ganondorf, Mario
Low: Luigi, Link, Young Link, Zelda, Donkey Kong
Bottom: So subjective this category, it's not worth mentioning.
Top tier: The rationale for here is simple. Marth is the most dominant character across the board now and the current metagame. Just judging by the way m2k has redefined Marth and making it more gay by utilizing ledge invincibility and an increase attention towards agility than Ken-like combo fantaticism, Marth's game has evovled and allows it to compete with the fast moving game that most of today's characters have. Also, it's clear once again that space animals are countered or at least at a disadvantage by Marth's dominant edgeguarding game with a combination of high priority edgeguarding as well as off the stage acrobatics. Also, Brolly plays him and plays him well. Without advanced tactics. That alone should show how broken he is.
Next on the list is Fox. Short reason is because it's Fox. Fox still carries the most potential of all the character and its speed allows it to compete with virtually any matchup. Also, it's not really fully countered by anyone (like 30-70 countered) and is the one character that is the least affected by stage counterpicks in my opinion (only stages horrible for Fox is like Brinstar and Battlefied. It's true Fox can't kill upwardsly as well on DL64, but he has greater mobility and a retreating, lasering Fox can rack up more than enough damage required to KO).
Sheik is the only other character in contention of being top tier because her metagame has shown the kind of potentiality that allows her to compete with the best. Like Fox, she is rarely affected by stage counterpicks, and today's Sheik game demands she be more agile and FINALLY people are paying attention to the fact that she can be played technically, not just smartly. Also, Sheik loses primarily only to Fox/Falco/Ice Climbers players while countering everyone else (though today's Marth metagame was pulling closer than ever until KDJ came about). But Fox has a more difficult time utilizing the shine as a combo starter against Sheiks now since shine DI is more clearly defined, and players like Tope and Drephen have showed consistently how gay it is for a space animal to play against Sheik--imo Fox especially. Also, to those who say she doesn't belong up here, m2K and Ken have both agreed she is the best character in the game, just underplayed, and since there are only two good Sheik players in the nation at the moment (Drephen and Forward) it's hard to argue for a character's position as being so high but in accordance to my smash theory, it makes perfect sense.

High: Peach is undoubtedly one of the more untapped cheap characters. Because her game appears so simplistic, many players tend to not try anything new with her and stick with tricks that are always known to work--like how for the longest time Sheik players though d-throw to Fair was all they needed. But Peach can be played much more technically and her high priority and lag less aerials, her retardedly useful dash attack, the fact that turnips are still stunningly effective, and the fact that her throws make very effective combo starters mean she can easily adapt to many matchups and overwhelm with stats much like Marth does. Also, since players have further invested their time discovering the secrets about DI, Peach players live phenomenally longer than they used to. And in truth, there are only two characters who regularly aim to KO vertically--Fox and Pikachu; and I guarantee you only one of these characters will actually be seen in tournaments where as the other can still be easily comboed by a Peach although admittedly, Fox is without a doubt Peach's bigggest challenge since she can't do anything to get out of shine combos. But aside from that, Peach very nearly dominates most of the cast listed underneath her with the exception of those listed in her own category. Also, only reason why I list her above falco--I have to play against KOS-MOS. Trust me, it makes a difference mentally >_>
Falco's game a year ago seemed near impossible to get around with its heavy blitzing style of play and fast 0-60 combos that seem to rack itself up effortlessly. But a year since then, every player in the world has played against a good Falco and knows how to get around it--grab it, cheap it out, and then edgeguard. To be honest though, Falco seems to be as deadly as he has ever had been before and with FL becoming freakishly technical and skilled specifically with lasers, this is probably my hardest placement and the one I'm least sure about. But even with gimp kills, it should be recognized that Flaco can easily gimp just as well with the easiest dair in the game and a phenomenal edgeguard game that is only enhanced by DJ cancelling lasers. If FL players go to Pound 2 and make an impressive showing though, I'd easily put this character above Sheik and have 4 characters in top tier.
Falcon's game has always been difficult to critique because he is by far the least stacked of all the good characters. He doesn't have lasers, a down smash, ******** priority and range, or the shine. Everything a Falcon player does has to be done perfectly too because it's so easy to gimpy kill a Falcon--so much so that there aren't any matches that I'd say that Falcon would be considered to be a counter. Not Samus, not Ganondorf, not Peach, not even Bowser =O. Reason being is he's easy to combo, easy to edgeguard, and easy to disrupt. But what Falcon players have done now is with the new emphasis on agility and wavelanding and such, become even quicker than they have before as well as being more patient for the purpose of pulling off more technical, gorgeous Knee combos as well as putting in an added emphasis of utilizing underused techniques such as smash attacks, walljumped recoveries, and of course moonwalked edgeguards. Falcon's mobility has allowed him to be a much more tricky and frightful opponent and his speed has reached a point where players are becoming unsure of how to approach the character. Also as SilentSpecter and Darkrain have repeatedly shown, Falcon's grab game can control the pacing of the opponent very wickedly. Though space animals and Sheik players are excellent against Falcon, his grab game robs them of all their mobility and perfect techcasing as well as smart comboing allows for Falcon players to rack up damage and control the pacing of the game to their liking. Also, Falcon players tend to redefine themselves by learning to use Falcon's mobility to cope with stage disadvantages (since most stages in the game really don't favor Falcon but rather unfavor the opponent). Hell, FoD which was quintessentially known as Falcon's worst stage for the longest time has become a fantastic stage in the hands of SS--against space animals!
