OU and BL Pokemon aren't necessarily banned now, they're just banned in the sense that you get lower points for using them to counter than if you would use a NU Pokemon. It's all in the interest of fairness.

And people being lame and using the same Pokemon twice on a page is their problem. We can't really do anything about it.

Flamethrower does 49%, so I can use Roost to gradually recover up to full health. Rinse and repeat as I attack you (HP Grass will never hit me super effectively since you're still faster). I can toxic you and stall for damage or gradually wear you down via EQ, even when you're at +1 SpAtk.

edit: lol dugtrio. this still works. and at least look up what berry resists grass-type moves XD (rindo).

Please read the rules. You don't have any EV spreads listed at all. It's in your better interest to put EV's on there. But whatever.

NFE Pokemon count as the tier of which their evolved form is. Gliscor is OU.
