So what else is there to say. Theyre just pokemon that didnt necessarily need an evolution. Pokemon that are not fully evolved that are still 'competitively viable' to some extent.

the way i see it, haunter, gligar and chansey to name a few are the nerfed versions of their evolutions to allow similar pokemon to compete in lower tiers
