Well since the topic has been brought up, Smash Bros is a game about video game characters, and Nintendo franchises (and franchises closely associated with Nintendo) no less. I really doubt Sakurai would consider a character not related to any of the above.

Super Smash Flash 2 once planned to have fan characters in it. However, it got scrapped due to the sheer amount of negative feedback on the idea (that, and the original creators of the fan characters left the project).
Fan characters only have value to the creator. Those who didn't create the fan character do not see such value.
Mii Fighters is the closest we'll EVER get to fan characters.

*sigh* I must say, having the Super Smash Bros. Series community users inhabit the Legend Of Zelda series community is kind of making me frustrated. Firstly, they took over a perfectly peaceful community and filled it to the brim with Shrek posts, memes and immature content. But if that's not enough, they're also pretending as if they own the community and that the Zelda fans have no right to complain, and if any of them do, then they're apparently "Zelda fanboys". All because they're too lazy to click "All posts" in the Super Smash Bros. For 3DS community.
