Could be worse, but you got a ways to go.
Riki is the 2nd to last party member, but you're not even at the halfway point, or even to the point where things really kick off. You're still pretty far though... if you were to focus on it until X comes out, you may be able to get the main story and some sidequests along the way done... but it'll be tough.

More characters for Hyrule Warriors? I don't see anyone else that isn't either Vaati or Majora (maybe both).

Why? because Linkle's story implies someone did a hostile take over on Hyrule Castle and none of the villains already in the game wouldn't make sense given the story's placement.

Since Legends seems to be taking more cues from the "Toon" games, Vaati could be the villain in Linkle's scenario or even Wind Waker's. Majora is another possibility I see thanks to Skull Kid's involvement in the plot.
