+nature/252: A Pokemon with a beneficial nature and 252 EVs in Speed.
252: A Pokemon with a neutral nature and 252 EVs in Speed.
CS: A Pokemon holding a Choice Scarf.
One DD: A Pokemon before or after one Speed Boost. (DD stands for Dragon Dance)
Two DDs: A Pokemon before or after one Speed Boost. Remember, one Rock Polish/Agility is equal to two speed boosts.
(130): A pokemon with 130 base Speed.
-nature/31iv: A Pokemon with a nature that reduces Speed, but has 31 IVs in Speed.
-nature/0iv: A Pokemon with a nature that reduces Speed and has 0 ivs in Speed.

How to use the list
Find the Poke you're raising and see how high it can get on the list. Then, see how far down it can go while still outspeeding a Poke you want to outspeed. This helps to save EVs. All the Speed on this list is assuming your Poke has 31 ivs in Speed, unless otherwise said.

For example: Jolly Garchomp with 252 EVs in Speed hits 333 Speed. But the next highest group is 329 (neutral-nature Azelf/Starmie). So Jolly Garchomp can safely run 330 in Speed (240 EVs) to still outspeed them while saving EVs for another stat.

Dragon Dance raises Speed by 1.5, while Rock Polish/Agility raises Speed by 2. For example, a DD from 244 Speed makes it become 366. 244 times 1.5 equals 366. A Rock Polish from 215 Speed hits 430. 215 times 2 equals 430.

If your pokemon has good defenses you dont need speed! Example... Suicune... it has great defenses, it would be a waste of EV's to put in speed. Put it all in defense, spcl def, and HP.

This is a good reference list though.

I guess this is really good but I don't really understand on how to read it. It seems confusing to me, though I am pretty new to this kind of stuff for Pokemon.

May I add that you did a quintuple post..lol.

Well...
1. The tiers are easier to find because they're in seperated posts instead of in a single post.
2. Would all this stuff fit into one post?

How you read it:
Find the Pokemon you're raising and see what number it's at. Then, see what the next highest number is. You can make your Poke's Speed stat be one stat higher, to still outspeed it, but have more EVs to put in a different stat. Or, just look for a common threat for your team or one that you think is a threat, and make your best countering Poke one stat faster, so you save even more EVs.

You guys don't know this list's usefulness.

Well, what if it was your Suicune against a Heracross, and your Suicune was one stat faster? And your Suicune was almost dead and about to be fainted by a Megahorn, Close Combat, etc? Since you're faster, you can do a Rest, restoring your health, surviving an attack, and being able to Sleep Talk. Or, switching to a Heracross counter(Gliscor, etc.). You're in a better position with a Poke that can handle Hera, and your Suicune lives, letting it wall a different Poke or whatever.
