"He must've negotiated with them. Toffee didn't seem to be out for the simple old goal of world domination at all, so he must've formed alliances by providing them with something they wanted. In the case Ludo's minions, Toffee proved to them how poor of a leader Ludo really was, as well as proving himself to be a far more reasonable and competent leader. As for the ex-Shadaloo members, ihey obviously just wanted money, but what did the leader of those Sentries want?"
