Yep. I frankly find the disparity in tone hilarious given it aired along Kamen Rider Ryuki so they both took place at the at the same. So while the Ryuki Riders were in a conflict were they were in constant suffering and trying to murder each other, with amongst them a serial killer on the loose or a corrupt wealthy man doing shady stuff, the Hurricanegers were elsewhere being goofs beating space ninja monsters with an ancient ninja megaphone or an ancient ninja baseball bat.
