I'm running under the expectation that the releases will goActually now that I think about it, when we got the last pre-release Smash Direct, it was at some point referred to as “the last Direct before Super Smash Bros. Ultimate releases”.
That wording would imply that there could hypothetically be a Smash Direct coming up. Conveniently we’re less than two weeks from E3, and it will be about 2 months since Joker was released for Smash DLC. I think it’s clear there will be one character, at the least, revealed at some point in the near future.
That said, if it’s a Direct, I can’t imagine they’d only have one character and series coming. There’s got to be other stuff being bundled in with a larger update. As
If they wait 2 months until release, the release months would look like this:

June
August
October

But we were told that the pass goes until 2/2020. So there could be even more time between releases.
Guess we’ll just have to wait and see!

Me, I think it’s a perfect way to use those characters and keep in Shang’s morphing ability without it being op.
I mean for a Smash style game. I want to keep characters true to theirselves from their games best as possible, and though it was a hilarious reference, I just don't think it fits my tone here.
I would be surprised if we get 18, but 12 is super likely.
I only base this off how only 9 were leaked and how this Kombat Pack has 6 so if this one has that many we should honestly expect two more then thus my guess on getting 18 more. Of course I could be wrong.

Well, we don't necessarily know if there will be more fighter passes or not. And anyways, ultimate's base roster is more than twice the size of most other fighting games'.
Maybe I want to do something different with it? This is the roster I'd make.
I think the most painful part is that he got an awesome redesign in MKX and actually had an important part in the MKX story, more important than many playable characters in MKX.
