You’d have to get REALLY creative with Layton.

There is actually plenty to go off of for him. He is a fencer since school so that can be one of his standard attacks, He also fights with metal pipes and swords so those are things he can also used. He can easy make **** out of anything like a hanglider out of globe parts and I believe a sheet and a mother****ing coin machine gun from slot machines. Trust me, the games and Lady Layton anime explored how well Layton kicks ass

You could make a moveset with Layton if you really wanted to, but I feel like it'd have to revolve around puzzles - something you could do with a character from virtually any puzzle game.

So I think Layton could work. It's just that I don't think there's enough moveset potential specific to him that would warrant him getting in over someone with special skills and abilities unique to them and only them. He'd be getting in mainly because of his name.
