I still have a tiny hope to see Bowser Jr. I thought he was the most qualified Mario newcomer, but no matter. Rosalina's moveset turned out much better than expected, so I'll happily forgive Sakurai for the odd choice.

Well, I love Rosalina as an extension of being passionate for the Galaxy games, so the only reason I didn't hope for her was because I thought it was Bowser Jr. or bust.

Maybe Sakurai wanted a character with a moveset to represent Super Mario Galaxy games... and he didn't want to alienate the fans who main Mario by changing his whole moveset... and it made sense for Rosalina to have that kind of moveset.
Dang it! I wish Sakurai would add a character with a moveset to represent New Super Mario Bros. games... *looks at Toad*
But knowing Sakurai, he probably would add Professor E. Gadd instead just so we could have a character with a moveset to represent Luigi's Mansion games... since Sakurai isn't going to alienate the fans who main Luigi by changing his whole moveset... and it actually makes sense for Professor E. Gadd to have that kind of moveset.

Actually, I'd be interested to know why you suspect(ed) that Doctor Mario would/will make the SSB4 roster.
Seems to me that they cut Pichu and Doc because they were low-tier Mario and Pokemon characters (whereas Falco and Ganondorf are significant characters in their respective franchises, hence why they were kept). Young Link was subsumed by Toon Link, and Roy and Mewtwo were cut from Brawl due to time and development constraints.
In this case, it has nothing to do with Veteran status, and more about franchise relevance. I can, however, certainly see Doc as an alternate costume.

Actually, he's higher than Mario. Quite a bit actually. 9th on the tier list.
And, admittedly, it's more of a selfish reason.
See, I enjoy playing as Mario. Heck we would be one of my mains.
The problems is the nerfs he's gotten, especially with FLUDD.
If they brought back Dr. Mario.
Not only would we get someone similar to Melee Mario, but a more powerful Mario as well (and before anybody says Luigi, they play very differently).
