Well, it has been speculated that his final smash includes 2 random party members. And Riki can join in on the chain attack while he's fighting in Xenoblade so it doesn't make that little sense.
Though I'm thinking that's the case mostly because Reyn is mysteriously absent. "It's Shulk time?" That doesn't sound right
