Technically, you had a Waddle Dee with a bandana appear in Super Star as an opponent in one of the mini-games.
He started to become his own character and part of the main cast when Shinya Kumazaki started directing the games. He had some dialog with Dedede in Superstar Ultra, became playable in Return to Dreamland, was a helper in Triple Deluxe and seem to play a role in Canvas Curse's sequel as well. HAL seems to like him a lot.

When it comes to the Kirby series, I neglect the importance of a character just because almost all of them amuse me.
Bugzzy and Adeline are two characters who I'd love to see playable. I don't hold my breath for them, but their moveset potential is just wonderful.

The game and roster are out and he was hinted as a stage boss for Pyrosphere. If what they had before wasn't denial it definitely is now.

I don't know if it's just me, but I always think every rumor / leak involving Ridley is fake and is just.. false hype? Meh.

Meh, the full roster was confirmed a long time ago. Ridley isn't there, so yeah. He's at least in the game as a hazard.

I think that's like, 90% of leaks after that one leak on NeoGAF surfaced where the leaker said Ridley, Dixie, Chorus Men and Mewtwo are playable by linking the Wii U version with the 3DS version. I'm personally not one to believe leaks that seem too good to be true, so that if they're real I'll be pleasantly surprised.
