It does when you are the one who is paralyzed. Same for confusion. If it's the opponent, you're lucky if they hurt themselves in confusion or can't move due to paralysis. But at least it cuts the speed in half, so that's something.
If is the enemy Pokémon it does nothing, if is your Pokémon prepare for 3 consecutive turns of parahax

Wake's Floatzel is 4 levels higher than everything in my team. I think I'm going to ragequit and then grind some more levels.
What's your team and is it D/P or Platinum?
She fall really fast after you use any aerial so remember to time your L-Cancel correctly...

I did. I always pick Turtwig. He's pretty useless for this gym though. Gyrados is part flying type, and Floatzel outspeeds it and knows Ice Fang. At least Quagsire is x4 weak to grass.

Try and teach one of those guys an Electric-Type TM (I believe there's one in the Fighting Gym's city, you can get there before killing Wake iirc), Gengar is prefered

I take it your Gastrodon doesn't have Storm Drain as its ability? You could use Staravia to cut Floatzel's Attack in half (three of his moves are Physical), although that's a really risky way to go as this is a Nuzlocke.
