What's that currently like in India? Do people still learn English at school or is it almost all Hindi now?
In Kindergarten, English and local language are taught.
In first grade, Hindi is introduced.
In fifth grade, you can switch one of Hindi and local language for Sanskrit. (I dropped Bengali and took Sanskrit). Thia continues till 10th grade.
College education is given entirely in English - books, manuals, exams, etc. Although most teachers speak Hindi or the local language so that students can understand better.
There is a diglossia here - English is used in formal communication (primarily written), while other languages are used informally (primarily spoken).
