Short hop: will certainly be back
Fast fall: same input as for drop-through platforms, so it will return
L-cancel: has been in since SSB64 iirc, but I guess there's a SLIGHT chance it doesn't return (seriously doubt it though)

So yeah, I'm gonna say SHFFL'ing is back.

Wow, just saying it like that, it make me think that SHFFL'ing is going to be back, well done. :)

There's no reason to take short hopping or fast-falling out. They are very basic and in no way glitches or anything. L-canceling, if I remember correctly, was a glitch in 64 and added as an official technique in Melee, so it's extremely unlikely that it won't make a return, though perhaps slightly altered.
The reason for why L-canceling might be altered is that it's an advanced technique that never really added anything except making the game a tad bit harder on a higher level, with no risk or anything involved except some muscle memory. They might make it so pressing the shield button at a wrong time causes lag to actually increase or something. *shrugs*
And as some people fear it could be taken out for making the game harder, but it's extremely doubtful for several reasons.

It'll be back with a likeliness of about 90%, I estimate.

Sounds like a good technique that they would keep in. Never used it myself since I never discovered it. But I guess I'll have to learn it if its left in Brawl.

It'll stay, probably be harder to do though.

Probably, but remember, those same techs were in SSB64 and a true shffl could not be done there. In SSB64 you couldn't fastfall during an aerial attack, but you could in Melee. I'm hoping shffls stay in Brawl, its a very advanced technique, moreso than wavedash, and they kinda speed up the match, and allow combos such as SHFFLADA -> shine

Probably will return..

This game has a rather large fanbase, and they make a lot of money off of people that have melee, so I don't see them removing much, just adding a lot to make it a new game, but still requiring skill and fast thinking.
