This is sooooo character specific.
Like its completely different for almost every character you're fighting. More suited for matchup discussions than one large thread, IMO.

bair is good against just about anybody...
the trick is to ledge drop fair, which will give you more aerial mobility than normal (try it out) before moving into them and bairing.
Your question though is pretty ambiguous... if you aren't willing to spear head this properly then this thread has little purpose.
Ask in the social or the Q&A thread for character specific information on punishing recoveries and most likely you'll get an answer.
