I have had some problems with these things in Brawl.
Now I don't have items on much, but I am pretty frustrated.
There are atleast two pokemon I haven't seen, Lugia and one that is said to cause a temporary character swap according to smash wikia.
So, yeah, I really want to get Lugia, cause he is one of my top favorite Pokemon.

By the way, my list for Favorite pokemon is probably like this,
1. Lugia
2. Feraligator
3. Tyranitar
4. Squirtle
5. Articuno

Dunno if this is the best place for this topic, but a moderator can close it or move it or something if they so choose.

Anyway, yeah, there is definitely something a bit off with the appearance ratio with some of them. It's almost like they don't want you to get a pokemon that's going to hurt anyone much half of the time. Goldeen comes out far too often, Gardevoir and Bellossom are popular, and Gulpin, Wobbuffet, Electrode, Piplup, and other, easily avoidable ones happen too often as well. Latios and Latias are just about the only common one that's really good. I've seen most of the legendaries once, twice at most. And the one whose name you forgot, Manaphy, I've seen once too.

Manaphy is the best Pokemon. Ever. No questions asked. It's so satisfying when your opponent dies because you jump off a ledge before you get switched back.

In order to see Manaphy I believe you have to have seen Jirachi, Celebi and Mew.

Also, this http://youtube.com/watch?v=2lush3oN74U
Lies! I've seen Manaphy more times than I've seen Mew, Celebi, and Jirachi combined. Furthermore, I've seen Mew twice, Celebi once, Jirachi about three or four times, and Deoxys once (last Pokemon needed to be spotted).

I was very displeased with the Pokemon that they included. It just felt like a bunch of really small Pokemon, and then a number of huge Legendaries. No normal-sized Pokemon. Plus, Torchic AND Piplup? Come on...

I miss Chansey, Scizor, and Hitmonlee. I would have loved to see Magmar, Electabuzz, Pinsir, Golduck, Ampharos, Steelix, Ursaring, Donphan, Tropius, Hariyama, Cacturne, and Crawdaunt. Hell, they should put every Pokemon in.

Well to see all the Pokémon, the most obvious thing to do is to set items on high and only have the pokeball appear. In this way me and my friends brother, we were able to see every single Pokémon a minimum of 2 times including legendaries.
O f the Pokémon I would like back it would have to be Beedrill, Hitmonlee, switch piplup with Mudkip. They should have put in Articuno, so the best Legendary trio would be complete.

I played countless Pokeballs on high-only battles (like 40, 50 stock) and what I had posted before were the results. Deoxys just never wanted to come out.

Thats strange, my friend and I had it show up like 5 times and at my house iv'e seen it about 3 times. Maybe your not lucky, but if you ever get it take a picture it is so awsome.

Yeah, I had a photoshoot of Deoxys. I usually take a number of pics whenever any of the rare Pokemon are released. Good memories.

What I meant was, in order to see Manaphy for the first time, you have to have seen the other three at least once each first. How often they appear after that has nothing to do with it.

It is still a LIE, they can all show up any time before the others.

I've never ever gotten a manaphy. I get legendaries a lot though, especially Deoxys and Latios/Latias. I also haven't gotten Jirachi, but that's...

Yeah I haven't seen them before in the game, and I';ve had the game for a LONG time.

I just realized that part of the reason the Lati twins are so common compared to the rest of the legendaries may be because the game treats them as two separate Pokemon, effectively doubling their appearance rate? IDK, just a random theory.

And out of all...2 times I've seen Deoxys, it's never been under my control, so I've never really gotten to take a good look at it. ;_;
