Froslass is kind of a villainish claim, considering she's based on a Yuki-onna. Freezing folks to death and whatnot.

Despite the fact that Froslass is a soul eating monstrosity, after being Medea a couple games ago instantly jumping on any Pokemon that seems villainous seems like a bad call, LOL. And Froslass DOES fit the jailer claim, considering they freeze people solid and that Scizor in Explorers of Sky still came out fine after thawing out.

I am going to guess Snorlax, as Snorlax likes to snoop around and stuff. That buzz makes me thing of a Bug-Type though.
Plus, Snorlax is actually a popular Pokemon.

Keep in mind though that the Mafia Hideout has been a thing for a while now. It could have been premeditated and not necessarily thought up on the spot.
