I use Pichu in tournament (ICG does also, but he's banned)
My reason for using Pichu is pretty simple, I'm most comfortable using him and I have fun playing as him.
I believe people often underrate Pichu. I don't think that he's a very good character, but he isn't as bad as everybody thinks.
I have secondaries that I will use if I feel as though my Pichu wouldn't do as well (right now Fox is my secondary).
ICG will use pretty much only Pichu or other low tiers, except in certain matchups where he pulls out his ICs.

And I thought ICG went mainly Ice Climbers.
About pichu though, the more I play him, the less I think he sucks due to the fact that I'm a somewhat gimmicky player and pichu is definitely a character full of gimmicks and shenanigans. It all works so well together~ ahahaha, but then I realize he does suck when I die at 50% from a missed pichu hug. Who knows, I might someday use him in a tournament match.
And I thought ICG went mainly Ice Climbers.

Pichu is just fun. I main Ness as well. Plus I enjoy gaming when it's more difficult. It keeps me motivated to just beat obstacles. I may not be the best but I'm sure I'll never run out of things to do.

I'm a Pika main, but I play Pichu sometimes because his Nair and shield make me jealous.

enh, I made the mistake of thinking my Pichu style playing would transition to pika once. Then I learned that they are actually really different and playing both made me worse. So I just stick to Pichu now since he was my original main and I like him better.
Although I've been playing to much fox lately :\
I just like being fancy... and He helps me with those matchups I suck at with Pichu...
Like the sheik MU... Its easier when you can waveshine her all over the place.
But when playing Fox I miss Pichu's godly recovery and his awesome edgeguarding. Shinebairs are k, but they'll never be the same as my thunder tricksies and Pichu's sexy tilt gimps.

You can play both, you know. (Almost) all the prevalent/famous low tier players have at least one top/high tier character as well (Axe has spacies, leffen has spacies, Vman has Falco, Taj has Marth, Cosmo has Sheik...)

I have trouble switching from Fox to Pichu.
When I go Pichu -> Fox, I can't do too much techy crap.
When I go Fox -> Pichu, I mess up all my Pichu techy crap and have trouble adjusting to Pichu's floatiness.
Its a little annoying because at smashfests and such I have to choose wether I want to go Pichu or Fox that day and I stick with them for the rest of the time.

I disagree with that list. Pichu can win. He's got crap. He's certainly above bowser and kirby.

Pichu caaaaaan win, but you have to be immensely better than your opponent, especially if your playing a match up that is considered "unwinable".

Pichu is a really good money match character. That's the only reason I use him.

no... If you understand the character and your opponents character and you are the better player, you can win. Its more about being comfortable with the character.
and Pichu's only truly unwinable matchup is against ICs. He has some crap he can do to punish marth/sheik.

I talk to ICG a lot, but stuff I've been saying is from experience.
and I really don't like playing as Pika too much...
I like getting UpB gimps and that Uair, but he's so damn slow... and he gets combo'd, which is no fun.
he also has a crappy sideB :\
And his nair isn't Pichu's.
His jumps feel stupid.
I hate his Bair.
I really dislike his fsmash.
His usmash sucks when you hit stuff behind you.
His dsmash doesn't gimp people.
He has a worse shield and grab range.
less off the ledge options.
UpB has tons of landing lag.
most importantly:
he runs slow and has no walljump .-.
so yea, thats mostly why I play Pichu.

I'm pretty sure that Pikachu and Pichu's jumps are almost identical, only difference being fastfall, and Pikachu actually dashes faster than Pichu.
And I just can't imagine why you'd think that. They pretty much have the same options; Pika just has less-terrible range with them, so they're more viableish.
Other than that you're either correct, or giving opinions most of which I agree with.
I still prefer Pika, though. Because I care about pokémons' happingas.
It's funny: Today, just before I saw your post, I was planning to ask the Project: M team if they were going to do to Pichu as they did to Doc, IE give all the best options between Pika and Pichu to Pikachu:M.
I've asked before, but never really get an answer, and I've never seen it discussed. But it does seem kinda obvious that they'd do that, both because Pika's not top in Melee so needs some buffs, might as well be those particular buffs (mainly why I want it. I mean, 2 frame landlag! 1 frame landfallspecial! usable shield and grab that would need improvement regardless! who wouldn't do want!?); and because there actually are Pichu mains, they wouldn't want to be left out (one actually showing interest in the project, assuming that's you on SmashMods).
So, what would you think of playing a Pichu that was given all the improvements Pika has over him (including head/body ratio)?

I think It'd be nice to have a mixture between them. Pika has way to much lag now, thats the main reason I dropped him lol. I wish his upB had Pichu's lag (1 frame).
He has the walljump and faster running speed (and smaller body size), which is good. But I don't think dorakis work in P:M .-.
as for Pichu's back to the stage options, His are better. He can doraki on almost every legal stage (except stupid battlefield), that allows him to do some pretty funny stuff from the ledge.
Agility also helps a bunch, since it has almost no lag. You can perfect Agility from the ledge then attack people, its pretty ******. Pika can't do that, so it sucks.
Pika's wave dash is pretty sexy though, I think it would help Pika a lot in P:M if they made the wavedash bigger.

I could say many many things that pretty much make Pikachu vs Pichu from the ledge options about equal, but I just picked up a character thats actually good and insanely hard to use . . .
