On the topic of Fox/Falco hate

L-Cancelling is kind of a necessary feature in the sense that it makes it so you have to actually learn a character since the timing from character to character as well as from move to move varies.

If we didn't have L-Cancelling any scrub could pick up Fox and be able to drill shine with him from day 1 without any problems. It would greatly take away from characters that are supposed to be difficult to master.
