Actually, Gilgamesh would switch between 8 weapons whenever he attacks, 4 of them being a 15% chance of being used and the other 4 being a 10% chance of being used. Excalipoor is one of the 15%, meaning there's only a 15% chance of dealing 1% damage with his attacks. His Final Smash however is all or nothing and either instant KO's or deals 1% damage. If he gets Excalipoor, after his Final Smash, it becomes a throw-able item that deals 999% damage and instant KO's.
