Yeah this is one disappointing aspect of Classic Mode.
The weirder part is some characters do have a final boss that start out normally but transition into Master Hand. Pikachu is one of them (fights Mewtwo, then MH spawns.)

What's even worse is that this joke was already a prime example of "Lost In Translation".Otacon: But everyone loves, he's a big star. Don't you have any idea how excited people are that he's here in Brawl?
Yeah, that's going to go over just plainly.
But now it won't even work in the Japanese version because Eggman's old Japanese VA passed away so they have a different one now.

You're confusing him with the situation for the Adventure Era English VAs. Deem Bristow, the English VA of Eggman for the Adventure Era, passed away and that led to them replacing the whole cast in Sonic X with 4Kids actors which then went on to do VA work for the games. Those 4Kids actors, except for ironically Mike Pollock who was and still is Eggman's English VA, were then replaced around 2010 with what is known as the "Studiopolis Cast" (I always wonder if a Sonic Mania stage being named after this was intentional), with Sonic Colours and Sonic Free Riders being their first games.
Chikao Ōtsuka was the Japanese VA of Eggman from the Sonic Adventure games up until 2015, when he passed away. Akio Ōtsuka is his son and the Japanese VA of Solid Snake. That's where the joke of Snake having an irrational hatred of Sonic was supposed to come from in the Brawl codec call, but it came across as nonsensical to most English fans due to the context not carrying over. It doesn't really work anymore, even in Japan, if they copy-paste the same conversation into Ultimate though.
Eggman's new Japanese VA is Kotaro Nakamura, who has voiced him in everything since 2016. IIRC his first game was Mario & Sonic at the Rio Olympics. The Japanese Sonic cast has remained largely unchanged otherwise since they first started having VAs in Sonic games with Sonic Adventure.

Alright, in case Chrom ending up sucking in Ultimate due to his top trash tier recovery. I made sure to make a Mii called "Chrume" (From Paris) that, while not the original in any way, will still probably be able to recover infinitly better than Chrom does due to the buff that Swordfighter got.
