Here are Valentine Hector's Neutral stats:
50/38/21/40/24

Basically, Legendary Hector has 2 ATK, 2 SPD and 2 RES over Valentine Hector while V!Hector has 3 HP and 2 DEF over L!Hector. And L!Hector has the +3 DEF from the new Armads, meaning he has 41 DEF. So.......yeah, I'm pretty sure L!Hector has powercreeped V!Hector.
