I feel kind of does, cause her sanity was not intact at th time. Endeavor is very emtionally and mentally abusive, there's a reason as to why Todoroki only starts to be more emotionally honest after Deku makes him open up more.

Pouring boiling water on his face was obviously the wrong thing to do, but understandable to some extent when taking her mental and emotional instability into account; it bugs me that people pretend that Rei didn't do anything wrong to Shoto in the first place, is all.
