If skill inheritance is the issue, then you're not using a 4* for the + weapon because EVERY unit requires the 20k feathers for that.
As for other skills, then it's not an issue of Healers themselves being weak but rather their skill sets being ****

It's a two-pronged approach:

1. Give existing healers new 4* skills, so they have something to offer for skill inheritance and therefore are decent pulls if you aren't planning on building them.
2. Find some way of giving healers more niches, so they can have more variety than the one trick they currently have.

Each accomplishes a different goal.
